There are options of reporting and complaining during elections. If you have any complaints due to lack of action etc. by authorities, there are many ways to contact the election authorities:
Going to the Officer
You can send a letter to the Electoral Regional Officer, Chief Election Officer or the District Election Officer and file a complaint. You can find out where the offices are here.
Online Websites
The National Grievances Service by the Election Commission is a website where you can file all complaints, suggestions or give information.
If you are an Indian Citizen, then you can send an email to complaints@eci.gov.in and if you are an overseas elector then you can send an email to overseas.elector@eci.gov.in. You can send an email regarding any suggestions or complaints and request any information.
Mobile Applications
If you are an Android Smartphone user, then go to the play store and download the Voter Helpline App. You can lodge your complaint by using the mobile app. To understand more about the application look the C-Vigil Manual.

I have noticed that some other criminal from differenct constituency and ward is mis-using my house address and obtained voters id and voter slip. The criminal is also using my house address in his adhaar card. iam furishing the details below to seize his adhaar card and voters id immediately..

If you suspect that someone is fraudulently using your address to obtain a voter ID and Aadhaar card, Visit the local Electoral Registration Office (ERO) in your area and file a complaint about the misuse of your address. Provide them with the details of the fraudulent voter ID, including the EPIC number and any evidence you have.You can also write to the Chief Electoral Officer of Andhra Pradesh with the details of the fraud.You can also consider locking your aadhar card to prevent further misuse before filing complaint. Please remember that you need your virtual ID to lock your Aadhaar card. If you don’t have one already, you can create it from the official website. Once you have your virtual ID, here are the steps you will have to follow to block your Aadhaar.
Step 1: Visit the myAadhaar portal.
Step 2: Scroll down and click on ‘Lock/Unlock Aadhaar’.
Step 3: Read the guidelines and click on ‘Next’.
Step 4: Enter the virtual ID, your full name, Pincode, and captcha, and click on ‘Send OTP’.
Step 5: Enter the OTP and click on ‘Submit’ to lock your Aadhaar card. After this is done you can file a complaint with the Unique Identification Authority of India (UIDAI) regarding the misuse of your address for Aadhaar. You can call the number 1947, email – help@uidai.gov.in, or lodge a complaint on the UIDAI website to report the fraudulent activities of your Aadhaar card.

Aadhaar locked by Aadhaar number holder. This mean that all permanent forms of identifiers are locked for any kind of authentication. Resident can still use VID.
