I came through a video randomly where it is very clear that the girl is being forcefully getting involved in sex by a man and he films it and looks like he even threatens her by pointing towards camera as if he’s blackmailing to publish the recorded video of her. I am in shock due to this incident and I don’t know whether it is right place to complaint or even the case was there before and the video is still there on sites. I can provide that link if required.

Firstly, do not share the link with anyone except authorities. Secondly, the complaint can be made on the portal http://www.cyberpolice.gov.in/ or could be made on the helpline number ‘155260’.

Step 1: Open http://www.cyberpolice.gov.in/
Step 2: Select ‘Register a complaint’.
Step 3: Opt for “women/children related crime”
Step 4: You can file a complaint anonymously, or you can choose to report and track the complaint.
Step 5: Fill in the details, you can where the incident occurred as website
Step 6: Add in suspect details if known, otherwise leave blank.
Step 7: Submit the complaint.

You need not input under which laws the complaint needs to be filed, but for your benefit the applicable sections are as follows:
Various laws can be applied to the situation.
Section 375 of the IPC – If this person is having sex with the woman without her consent, then the complaint can be made under Section 375 of the IPC which deals with the offense of rape (BNS section 64)
Section 354 of the IPC – If this person is forcing the woman to publish the video, then the complaint can be made under Section 354 of the IPC (BNS Section 73)
Section 66E – If this person is publishing the sexual acts, then the complaint can be made under Section 66E of the IPC.
Section 67 of the IT Act – If this person is publishing this video and the video is likely to deprave the mind of the viewers then the complaint can be made under Section 67 of the IT Act.
Section 67A of the IT Act – If this person is forcing the woman to publish a video of the sexual acts, then the complaint can be made under Section 67A of the IT Act.
Additionally, if the woman is below 18 then the complaint can also be under Section 3 of the POCSO Act. For recording and publishing the video, he can be punished under Section 13 and Section 14 of the said act.
