Schemes for victims of violence
Delhi Safe Cities Program
UN Women’s Safe Cities Global Initiative along with a Core Group by the Delhi government launched the programme to address women’s safety concerns in public places and undertake appropriate measures for the same.
Some key achievements include:
- Delhi Police (member of the Core Group) has passed orders that no jurisdictional dispute is allowed to delay police action/medical assistance to complainant of gender based violence.
- Release of the Guidelines for the care/treatment of victims of violence by the Health Department, besides regular sensitisation of doctors/nurses.
- Self Defence trainings in schools and colleges by the Directorate of Education in collaboration with Delhi Police and,
- Deployment of Marshals in buses by the Transport Department. More than 1500 Marshals have been trained till date.
- Maintenance of Street Lights: Core Group addressed the findings on almost 40,000 dark stretches found in a study by UN Women and Safetipin, a map based technology. Data on Dark Spots was shared with MCDs and PWD in line with the decision taken during the meeting of the Core Group. Resultantly, PWD has ensured installation of lights in almost all 40,000 spots.

Residential Institutions for Women
The Department of Women and Child Development is running one Statutory and three Non-Statutory Residential Institutions for the rehabilitation and empowerment of women.
- Admission processIn a statutory institution, admission is given by the directions of a Court. In non-statutory institutions admission is given on the recommendation of the Admission Committee, which consists of a District Officer as a Chairperson, Senior most Superintendent of the Nirmal Chhaya complex as a member and Superintendent of the concerned institution as Convener.

Working Women Hostels
Key Features
- Two Working Women Hostels have been set up in Delhi by the Department of Women and Child Development, Delhi govt. at Vishwas Nagar and Rohini.
- These hostels are being managed by YWCA of Delhi(under an agreement).
- These Hostels provide safe accommodation to working, unmarried, widow, divorced and separated women.

Work Centres for Women
Work Centres for Women impart training in cutting and tailoring in resettlement colonies.
Key Features
- 2 centers have been recognized by the Department of Training and Technical Education for certificate courses of one year.
- Sanctioned capacity of each Work Centre is approximately 50.
Eligibility Criteria
- Minimum age range for seeking admission in the certificate course of one year issued by Department of Training and Technical Education, Govt. of NCT of Delhi is 18 to 25 years and minimum educational qualification is 8th Pass.
- For admission in a certificate course of six month issued by the Department of Women and Child Development, there are no fixed age or education criterions.
Fee structure
In certificate courses of six months the admission fee is Rs. 2 and monthly fee is Rs. 5 per trainee and Rs. 20 per month for students undergoing a certificate course of one year. Scheduled Castes and the Scheduled tribe candidates need not pay any fees except the admission fee of Rs. 2.

Widow Pension Scheme
This scheme provides social security by way of Financial Assistance to Widows, Divorced, Separated, Abandoned, deserted or Destitute women of 18 years and above who have no adequate means of subsistence and are poor, needy and vulnerable.
Quantum of Assistance and Mode of Payment
The rate of assistance is Rs. 2500 per head remitted to the bank account of the beneficiary on a quarterly basis through ECS of RBI or PFMS.
The assistance becomes payable from the next month of application.
Widow Daughter Marriage Scheme
This scheme provides financial assistance to the poor widows for performing the marriage of their daughters(upto two daughters) in the form of a one time grant. It provides financial assistance to the guardians including Homes/Institutions or foster parents of an orphan girl for her marriage.
Quantum of Assistance and Mode of Payment
Quantum of Assistance is Rs. 30,000 only in the form of account payee cheque in the name of Applicant or through ECS.
Eligibility Criteria for Both Categories
(i) She has been residing in Delhi for more than 5 years preceding the date of application.
(ii) Her family’s annual income does not exceed Rs. 60,000
(iii) She has a ‘singly- operated’ account in any bank for receiving the payment through electronic clearing system.
(iv) She is not receiving any pension from Central Govt./State Govt./MCD and/or NDMC or any other source for this purpose.
Besides the above mentioned criteria the following two criterias are essential under Widow’s Daughter Marriage Scheme
(a) The girl for whose marriage the Financial Assistance is sought, should be major on the date of marriage i.e., above 18 years of age
(b) In case of a Widow applicant the Financial Assistance can be granted for performing marriage upto two daughters only.
STEP
The STEP programme aims to increase the self-reliance and autonomy of women by enhancing their productivity and enabling them to take up income generation activities. It provides training for skill upgradation to the poor and asset less women in the traditional sectors viz. agriculture, animal husbandry, dairying, fisheries, handlooms, handicrafts, khadi and village industries, sericulture, social forestry and wasteland development.
Objectives:
- To mobilise women in small viable groups and make facilities available through training and access to credit.
- To provide training for skill upgradation.
- To enable groups of women to take up employment-cum-income generation programmes by providing backward and forward linkages.
- To provide support services for further improving training and employment conditions of women
The scheme is implemented through Public Sector, Organizations, District Rural Development Agencies, Federations, Co-operatives and Voluntary Organizations registered under the Societies Registration Act, 1860 or under the Corresponding State Acts. Recipients of financial assistance under STEP are required to be bodies, organizations or agencies working in rural areas, although their headquarters may be located in an urban area.
Setting up of employment-cum-income generating units for women (NOARD)
This programme, partially assisted by NORAD, aims to improve the lives of poor women by training them in traditional and non-traditional trades viz. electronics , watch assembly, basic and advanced computer training, garment making, secretarial practice, embroidery etc. and to ensure their employment in these areas.
Objective
To train women, preferably in the non-traditional areas and to ensure their employment.
Implementing Agencies
The scheme is implemented by Public Sector Undertakings, Corporations, Women’s Development Centres of Universities and Voluntary Organizations registered under Societies Registration Act, 1860 or corresponding State Act.
Target Groups: Poor and needy women in urban slums and rural areas and women from weaker sections such as Scheduled Castes and Scheduled Tribes.
Pattern of Assistance: Under the scheme financial assistance would cover:
- Construction of shed for training-cum-production purpose if required.
- Training cost.
- Stipend to the trainees and attendance performance incentive wherever eligible.
- Training kit necessary for training-cum-production.
- Dormitory facilities for the working women, if required.
- Seed money as initial working capital, if required.
- Day care centre.
- Management training.
