A Comprehensive Scheme for Prevention of Trafficking and Rescue, Rehabilitation and Reintegration of Victims of Trafficking for Commercial Sexual Exploitation. Objectives of the Scheme

1. To prevent trafficking of women and children for commercial sexual exploitation through social mobilization and involvement of local communities, awareness generation programmes, generate public discourse through workshops/seminars and such events and any other innovative activity.
2. To facilitate rescue of victims from the place of their exploitation and place them in safe custody.
3. To provide rehabilitation services both immediate and long-term to the victims by providing basic amenities/needs such as shelter, food, clothing, medical treatment including counselling, legal aid and guidance and vocational training.
4. To facilitate reintegration of the victims into the family and society at large
5. To facilitate repatriation of cross-border victims to their country of origin

The Government of India aims to strengthen the process to promote all round development of women. To achieve the ultimate goal of empowering women and ensuring their all round development, the scheme “National Mission for Empowerment of Women (NMEW)” has been envisaged. NMEW scheme will be implemented in the States/Union Territories through the State Resource Centre for Women (SRCW). Poorna Shakti Kendra (PSK), Village Level Convergence & Facilitation Service (VCFS) comes under the purview of National Mission for Empowerment of Women (NMEW) . At the State Level, the State Resource Centre for Women (SRCW) under State Government (Department of WCD/Social Welfare) will work towards implementing gender sensitive programmes, laws and schemes through effective coordination at the State/Union Territories level. SRCW may review and evaluate existing policies, programmes and legislations so that activities which are cross-cutting and multi-disciplinary nature synergise harmoniously to reach women beneficiaries. SRCW in consultation with key stakeholders will prepare State Action Plans for respective States/Union Territories with a focus on women issues and provide technical support and coordination for implementation of the BBBP Scheme while working in coordination with the State Task Force mandated under the said scheme.

Cash assistance to Pregnant Women for Nutritional support @ Rs 1000 in two installments. “Mamoni” is a scheme of the Government of Assam that encourages Pregnant Women to undergo at least 3 Ante-Natal Check ups which identify danger signs during pregnancy (needing treatment) and offer proper Medical care. Under this scheme, at the time of registration, every pregnant woman receives a booklet on tips on safe Motherhood and Newborn care titled ‘Mamoni’. During subsequent ANC check up, the pregnant women are provided with an amount of Rs. 1000 (in two installments, first for 2nd ANC an amount of Rs. 500/- is given and second installment of Rs. 500/- for 3rd ANC as nutritional support) for expenses related to nutritional food and supplements. Every Govt. Health institutions offer these services for the women who have registered in their place. It is under “Assam Bikash Yojana”, State Govt. sponsored schemes under the Health & Family Welfare Department.

The Sawayamsidha is an integrated Scheme for Women’s empowerment formally launched in 2001 replacing the erstwhile India Mahila Yojana and the Mahila Sambridhi Yojana. The programme is based on the formation of Women Self Help Groups (SHGs) and enables the SHGs to take up schemes and programmes for the social and economic empowerment of women. The long term objective of the programme is to bring about all round empowerment of women by ensuring their direct access to and control over resources through a sustained process of mobilization and convergence of all the ongoing sectoral programmes of Govt. and other agencies. In Assam, Sawayamsidha Scheme is under implementation in 24 Nos. ICDS projects blocks 240O SHGs have since been constituted covering 58,500 women. About 1173 Nos. of SHGs are in the nursing stage.

Under this scheme, Rs. 5000 is deposited by the State Government at the time of the birth of a girl child and the girl would get the maturity value of this fixed deposit when she turns 18. In order to be eligible for this scheme, the girl child must be born in a Government hospital and the family should have adopted the two child norm.
