Schemes for Victims of Violence
Santhwana
To provide counseling and necessary timely help to women who are victims of various atrocities.
The objective of this scheme is to provide counseling legal assistance, temporary shelter and financial relief is provided to the victims of rape, sexual harassment, domestic violence and dowry harassment.
Santhwana Centre’s are being implemented through NGOs funded by the Department.
- Santhwana Centres are functioning 24*7 with a counselor and 3 social workers to provide assistance to women in distress.
- Rs.2000 to a maximum of Rs.10000 are provided as financial relief With the consent of the district committee to women who are victims of various atrocities.
- At present 196 Santhwana centres are functioning at Taluk and District level.
Stairya Yojna
The objective of this scheme is to provide financial relief of Rs.25000 to women who are victims of various atrocities within 24 hours of lodging F.I.R.
- Maximum of Rs. 2,00,000 will be provided for extended medical relief for each case.
- Rs.1,00,000 will be provided as death relief in case of death of victim due to rape atrocities and acid attack.
Gelathi Special treatment unit for Women
All services under one roof to women affected by violence.
Objectives
Women are provided necessary help in difficult circumstances.
- Special Treatment Units are established at all District and 145 taluk Hospitals .
- In Bangalore urban districts these units are functioning in Bowring & Lady Curzon hospital, Vani Vilas hospital, Jayanagar general hospital & K.R.Puram hospital.
- counseling, medical aid, police assistance, legal assistance are provided under one roof to women who are victims of various atrocities.
- These units functions 24*7 and also provides services of toll free Women’s Helpline 181.
- In these Units medical officers, legal counselors, Police officers, counselors and Social case workers are functioning for provide essential services.
Welfare Schemes for Women
Udyogini Scheme
Encouraging Women to take loans from banks and other financial institutions to take up income generation activities listed by Karnataka State Women Development Corporation (KSWDC) or other profitable activities for which KSWDC assists in the form of Subsidy.
- For Women belonging to scheduled caste and scheduled tribe unit cost is Rs. 1,00,000 to maximum of Rs. 3,00,000. Subsidy is 50% of the loan amount, Income limit of the family should be below Rs. 2,00,000.
- For Women belonging to special category widowed, general category maximum unit cost is Rs. 1,00,000. Subsidy for special category Women is 30% or maximum Rs. 10,000 and subsidy for general category is 20% of maximum Rs. 7,500. Subsidy will be released to the District Managers/Deputy Directors of women and Child Development of the concerned districts against the loan amount sanctioned by the banks after imparting EDP training to selected beneficiaries.
- Eligibility Criteria: Family income should be less than Rs. 40,000 for Women belonging to general category.
- Age limit is between 18 to 45 years.
- No income limits to special category Women.
- After the Sanction of loan, EDP training for 3 days is provided to these Women before the release of loan.
- The main objective of the Scheme is to avoid Women going to private money lenders or other financial institutions for loans with high interest rates.
Women training Programme
Women belonging to vulnerable groups and under difficult circumstances are provided with skill development training to take up self employment in various fields as per their need and interest.
- For Women who are willing to set up small businesses are provided with necessary training on project report preparation, general accounting, materials management and marketing.
- Widows, destitute Women, Physically handicapped and SC/ST Women are given preference and no income limit is fixed.
- For others, annual family income limit is Rs. 40,000
- Age limit is 18 to 45 years.
- Beneficiaries should possess required educational qualifications for various skill development training.
Women training ProgrammeMarketing assistance Scheme: Marketing platform to sell
- On the eve of International Women’s Day, State level exhibitions are conducted for facilitating budding Women entrepreneurs to exhibit and sell their products. Similar programmes are also conducted at district and taluk level.
- Potential Women entrepreneurs will be encouraged to participate in the State level exhibitions.
State resource centre (SRC)
Counselling centres are established at district level to guide the Women regarding various government Schemes to help Women to take up self employment along with publicity of KSWDC Schemes. And also creating a data bank.
These centres conduct sensitization-training programs to create awareness among the officers of different departments, college students and elected representatives, regarding gender sensitization, equality and other relevant subjects.
Micro Credit
It is intended to provide interest free loans of Rs. 1,00,000 to Rs. 2,00,000 to Stree Shakthi SHGs to establish their own entrepreneurship or smaller unit for taking up viable economic activities.
Chetana (rehabilitation of Sex workers)
Under this Scheme financial assistance of Rs. 50,000 (Rs. 25,000 loan and Rs. 25,000 incentive) is provided to the sex worker for self employment.
Rehabilitation of transgenders
In order to bring transgenders to the mainstream of the society they are provided with financial assistance of Rs. 50,000 (Rs.25,000 loan and Rs. 25,000 incentive) to take up income generating activities and become self employed.
Interest subsidy Scheme to Women entrepreneurs (KSFC)
This Scheme was started during 2015-16. Under this Scheme Women entrepreneurs are eligible to obtain a loan of Rs. 5,00,000 to Rs. 2,00,00,000 lakhs from Karnataka State Financial Corporation (KSFC) to start small and medium industries and services sectors at an interest rate of 14%. Out of which 10% of interest share will be paid by Karnataka State Women’s Development Corporation. This 10% interest amount will be paid up to 5 years after sanctioning of the loan by KSFC. 12 months leisure period is fixed for repaying the principal amount. The interest part of KSWDC will be adjusted after 4% of interest paid by the beneficiary. The interest subsidy will be applicable for a total period of 5 years from the date of sanction of loan.
Samrudhi Scheme
This Scheme is implemented from the year of 2016-17. Under this Scheme an amount of Rs. 10,000 is being given to Women street vendors.
Under this Scheme financial assistance of Rs. 50,000 (Rs. 25,000 loan of Rs. 25.000 subsidy) is given to women who are HIV infected, to take up income generating activities.
Saviruchi
This Scheme is being implemented from 2017-18 and was launched on 27-02-2018 in order to encourage District Sreeshakthi Federations. Each Sreeshakthi Federation is provided with Rs. 10,00,000 interest free loan.
Hostel for Girls
To encourage education among rural girls and also to prevent school dropouts in backward taluk and rural areas.
Objectives
- Girls studying in pre-metric and post-metric govt./aided educational institutions are provided boarding facilities in these hostels.
- These hostels are funded by the department for staff honorarium, building rent and food allowance.
- At present 41 hostels are functioning throughout the State, out of which 20 are pre-metric and 21 are post-metric.
- Apart from this, timely funds are released for purchase of utensils and furniture.
- Action has been initiated to install CCTV in all the hostels for the safety & security purpose.

Schemes by State Governments for Girl Child
Karnataka Bhagyashree Scheme
With the idea of raising the status of girl children and promoting their birth in the country, the Karnataka government has come up with the Karnataka Bhagyashree Scheme. The scheme provides financial assistance to the girl child in families that lie below the poverty line through her mother or father who is subject to the fulfilment of certain conditions.
The government of Karnataka offers the following benefits to the eligible candidates of this scheme-
- The girl child gets a health insurance cover of upto Rs. 25,000 per month
- The child gets an annual scholarship of Rs. 300 to Rs. 1,000, depending upon her age upto 10th standard
- The parents get Rs. 1 lakh in case of accident and Rs. 42,500 in case of natural death of the girl child.
- On completing 18 years of age, the parents of the girl child would be paid Rs. 34,751.
Along with this, there are certain interim payments such as annual scholarships and insurance benefits that the beneficiary can avail upon continued fulfillment of the eligibility criteria. The grant of such facilities promotes the birth of girl children in economically weaker families and raises their status within the society.
