If a hospital or doctor denies giving a death certificate due to non-payment, this is a violation of your rights and you can complain at the hospital’s grievance office or to the State Medical Council to seek disciplinary action against them1. The district administration can also take action against such hospitals2.
If the doctor or hospital refuses to give you the death certificate, it is a crime and you can file an FIR with the police against them.
A provisional death certificate is required for cremation, registration of death and other legal matters, so it is important for you to have the certificate3.
