Bhaang is a preparation made from cannabis leaves consumed in parts of India on some festivals. As it is not made from cannabis resin or from flowering tops, it is not covered under the NDPS Act, 1985, and hence consumption of bhaang is not illegal in the country. Production and sale of bhaang is even permitted by many State Governments.
Only those who have a license to produce bhaang can do so, and only from the leaves of wildly grown cannabis plants. One should not not use the flowering tops or the resin produced from the cannabis plants. If anyone is found mixing any part of flowering tops or the resin with bhaang, he/she shall be punishable under the NDPS Act, 1985 and the person’s license can be revoked.
